Reconceptualizing TQM in Vocational Education: A Qualitative Analysis of Its Impact on Student Performance

Abstract


Vocational education institutions continue to face persistent challenges in aligning educational processes with industry demands, resulting in gaps in student competence, employability, and workforce readiness. Although Total Quality Management (TQM) has been widely adopted as a quality improvement framework, existing studies predominantly employ quantitative approaches and provide limited understanding of how TQM is enacted in everyday educational practice and how it influences student performance. This study addresses this gap by exploring TQM implementation in vocational education through a qualitative perspective.This study employed a qualitative exploratory design involving 16 participants, including school leaders, teachers, administrative staff, and students from a vocational secondary school. Data were collected through semi-structured interviews, non-participant observations, and document analysis over four months. Thematic analysis was used to identify and interpret patterns related to TQM implementation and student performance.The findings reveal that TQM functions as an integrated pedagogical and organizational system rather than merely a managerial approach. Four interrelated mechanisms—stakeholder orientation, continuous improvement, collective involvement, and data-driven decision-making—operate synergistically to enhance curriculum relevance, instructional adaptability, collaborative quality culture, and evidence-based learning support. These mechanisms collectively contribute to improved student performance across academic achievement, vocational competence, soft skills, and workforce readiness.This study reconceptualizes TQM as a systemic pedagogical framework embedded in everyday educational practice, extending conventional managerial perspectives on quality management. The findings provide qualitative evidence of the mechanisms through which TQM influences multidimensional student performance and offer context-sensitive insights for strengthening quality management in vocational education, particularly within developing-country contexts.
